Science and Engineering Workforce

The Department of Homeland Security's Office of University Programs builds a diverse, highly capable, technical workforce for the homeland security enterprise through the Minority Serving Institutions (MSI) Program.

The DHS Office of University Programs (OUP) strongly supports the participation of MSIs in the DHS Centers of Excellence Program as partners and as lead institutions.  OUP’s MSI Program is building a cadre of university students and faculty who are well-qualified, diverse and ready to enter the homeland security science and engineering workforce.  The three MSI Program initiatives, which are closely linked with the DHS Centers of Excellence, provide the homeland security community with a more diverse pool of high achieving students who bring valuable insight and understanding to complex homeland security challenges.

The DHS Scientific Leadership Awards supports the development of homeland security science and engineering teaching initiatives, curriculum development, and scholarships within MSI communities, which include Historically Black Colleges and Universities, Hispanic Serving Institutions, and Tribal Colleges and Universities. Each Scientific Leadership Award recipient is required to partner with a DHS S&T Center of Excellence.

The DHS Summer Research Team Program engages early career faculty, undergraduate and graduate students in research at the DHS S&T Centers of Excellence, providing opportunities to better understand the mission and research needs of DHS and make advances in DHS research areas.

Scientific Leadership Award Recipients

Each DHS Center of Excellence is composed of a network of partners, including MSIs.  The MSI Faculty Exchange Program provides opportunities for faculty from MSI partners to reside at a Center of Excellence lead institution for up to eight months and collaborate on cutting edge research.
