CREATE Research Spotlight

 

CREATE continues to make significant contributions to the Nation's understanding of terrorism by developing advanced models and tools for the evaluation of the risks, costs and consequences of terrorism.  A few key research highlights are listed below.

 

PortSec (Port Operations Modeling for Security Risk Management and Resource Allocation): PortSec is a systems-based risk management tool that helps port security personnel assess tactical and strategic risks to port operations and evaluate alternative technology-based solutions and resource allocation policies. 

 

Smart Randomized Monitoring (ARMOR/IRIS/GUARDS/PROTECT): These software programs randomize schedules, plans or actions for security agencies.  ARMOR (Assistant for Randomized Monitoring over Routes) has been successfully deployed at the Los Angeles International Airport (LAX) since August 2007 for randomized scheduling of LAX police.  IRIS (Intelligent Randomization in International Scheduling) has been deployed since October 2009 to randomizing placement of Federal Air Marshals.  GUARDS (Game-theoretic Unpredictable And Randomly Deployed Security) is being deployed for the Transportation Security Administration (TSA) at the Pittsburgh International Airport and LAX with potential for future nation-wide deployment. PROTECT (Port Resilience Operational Tactical Enforcement to Combat Terrorism) is being developed for the US Coast Guard to devise patrolling strategies and will be demonstrated in the port of Boston in April 2011.

 

Economic Modeling Tools: CREATE has developed a suite of economic consequence models, including computable general equilibrium, time-series, macroeconometric and systems dynamic. The models benefit from state-of-the-art refinements to incorporate resilience into CGE models and to extend the models to quarterly, dynamic, and multiregional forms. CREATE research will also expand the application range of all of our models to the particular features of various terrorist attacks and natural hazards, as well as the costs of mitigating them.
