Request for Information from Existing Centers of Excellence

The Department of Homeland Security (DHS), Science and Technology (S&T) Directorate, Office of University Programs (OUP), is requesting information from existing Center(s) of Excellence (COE) lead institutions and their S&T COE thrust area teaming partners regarding OUP’s plan to establish multiple Basic Ordering Agreements (BOAs) with the COEs.

NPS Center for Homeland Defense and Security Announces Third Annual Essay Competition

The Center for Homeland Defense and Security (www.chds.us) is seeking entries for its Third Annual Essay Competition. The competition carries a $1,500 prize for the winning entry and the writer will be invited to the Center’s campus for its annual Forum. This competition strives to stimulate original thought and analysis on issues in Homeland Security and Homeland Defense. The competition is open to anyone with an interest in homeland security issues.

Broad Agency Announcement

The focus of this initiative isto research, create, develop, deploy and evaluate innovative educational tools, approaches and resources that will assist with the development of an educated and well trained scientific and technical workforce, representative of the U.S. population that DHS and its partners will need to protect the country in the foreseeable future. This announcement will remain open until­­­­ February 28, 2010. White Papers will be accepted and reviewed on a rolling basis on or before February 28, 2010.  Based on white paper review, full proposals can be encouraged or discouraged. Full proposals will be accepted any time on or before February 28, 2010. 

Minority Serving Community Colleges Competition 

The Department of Homeland Security (DHS) Science and Technology (S&T) Directorate is requesting applications from recognized Minority Serving Community Colleges to establish homeland security-related Science, Technology, Engineering, and Mathematics (HS-STEM) Scientific Leadership Bridge Award (SLBA) Programs. The SLBA Program supports DHS S&T’s commitment to the development of a well qualified HS-STEM workforce that reflects the population of the United States. The goals of the DHS SLBA Programs are to (1) provide support to qualified pre-college or early college students interested in HS-STEM disciplines and expose these students to DHS-relevant science and technology issues, (2) attract and retain science and mathematics faculty who can inspire students to pursue careers in homeland security, (3) enable students to transition to relevant bachelor degree programs and ultimately to careers in HS-STEM fields, and (4) cultivate collaborative relationships between community colleges, institutional recipients of bachelors and graduate Minority Serving Institution (MSI) Scientific Leadership Awards, DHS-sponsored Centers of Excellence, DHS-sponsored laboratories, other Federal research institutions and industry. Recipients of the SLBAs must also demonstrate sound financial practices and be able to evaluate how their programs achieve the goals described above.
